To me its one that exhibits a pattern of baiting(or the more harmless form, `fishing' for info).
I don't think a dig in an ongoing battle makes one a `troll', per se.

The Net has extensive definitions of trolls, and there are more than one type too.
For instance, "Story Troll" of whom many of us like, is a `playtime troll'.
